Hi there :-)

To be able to make or change skins (wrappers around programs so they dont look like windows default, these wrappers are mostly made out of BMP´s or PNG´s. In the future this will probably change to vectorbased stuff or so.. nevermind that) & icons you need one or more graphics applications such as Photoshop, MS Paint etc..

Now the first thing you do (well,.. after getting to learn these programs some more..) is download some nice skins :-) Most come zipped, so unzip them to a nice place on your harddisk, open some of the pictures & start tinkering with them :-)

Icons are the same, just download some, open them in a graphics application and start playing with them :-)

A lot of people also "hack" into their files, for more information about this I suggest you go to the following site and read the about section:
http://wint.virtualplastic.net/

A nice place to start reading (and the reading will take some days if you want to read it all...) is VP.net, the people on this site collected all they could & can find about "surgery" for windows :-)
http://virtualplastic.net/

I hope this will give you some directions, have fun!

PK

Hi :)
You said that you are new to this game and as a newbie you must start first from something particular, not all together ;)
So what you are interesting more to start with?
For example, you want to start with wallpapers? The most of us have started with wallpapers, you know the background on your desktop.
You want to start with icons? skins? what?
So, if you ask more specific questions you will get more accurate answers ;)

Welcome to the skinning community :)
I´ll give you a little advice: don´t get discouraged. I´ve been arround for years, and I´m still learning this stuff. 8) If things feel like they are taking to long, just relax and take it a step at a time. ^.~
