The Webdesign/interfaces section is a place for people to show off their ideas, and not necessarily "give away" their designs as a package with multiple files or layered files like Adobe Photoshop´s psd-files a.o. for users to download. Some are, so I guess you´ll just have to read the descriptions and/or try to download to see what you get.
