OP
Go back to the section where you got the skins from. Take note of what application these skins were made for or to be applied with. Download that application and install it on your system. Use the applications options/settings/preferences or customisation menu and change the skin.

Skinbase Applications link:
http://www.skinbase.org/applinks.php

Yeah, I´m in a good mood, it´s a nice day and the party is on... hip, hip! :brb

If your .icl files are sub files of the .iptheme, Grim + Adni are right and u should use iconpackager which is probably where those links lead you to. However, any .icl files, if they are separate or not, can be opened with things like free Icon library 5.0, or german registered or unregistered XP Clean, most expensive thing is MicroAngelo. Also consider Icon Developer, which is, like icon forgery and MicroAngelo, also usable to then change the icons and save them altered if desired. With icon library in example u just open the icl which is a library full of normal icons. There u can save and extract the icons with normal .icon extensions to any folder u like on your pc and use them for anything, also convert them to images instead of icons. For mere extracting, u can also use icon catch for 5 $, another german tool, and XP clean does that too. For making a normal image into an icon, first change its size and format, then use free version of irfan view or german hardcopy by siegfried weckmann which is completely different and much more advanced + not to be mixed up with US hardcopy.

Warning: Before installing other .ipthemes with icon packager, first save your old icons under an iptheme u name urself, like .myownsep102005.iptheme, and THEN first install, then preview, then apply icon packager .iptheme u liked. Registered version even allows random icon set change on startup and also installs a system tweaking tool u want to be careful with, though. Just stay inside icon packager itself if a while when you are new to the registered version. Icon packager also allows for altering even system icons which are normally protected by a special means, independent from which windows theme u might apply, depending on ur settings of all of these programs. Only registered icon packager, though (cheap), free one does less but will do what u probably had in mind. If you have problems applying that itheme, it can help to download, install and apply with free SD central instead by the makers of icon packager.

When building up new folders full of my own renamed icons I extracted from icl for my general use instead of total set theme changing, it helped to use an image editor like irfanview including free plugins to do a batch convert; icls contain so many icons. Or use advanced things like MicroAngelo, because it is akward to extract each icon separately. Still that gives u less descriptive automated names like 000032.icon etc. So I did have to rename a lot and make clean subcategories, like TobIconsAnimals, TobIconsAlphabet, avatars, and such.

U might see then changing windows themes makes .iptheme icons disappear, but u can reapply them with iconpackager without changing the new windows theme. If you want .iptheme settings permanently to be remembered by the windows theme to go with it, save that to the windows theme as well. Some icon packager settings of yours can be made to override that.

Tell us whether this helped or u have further questions, if you read this. Gee, Grim´s avatar got new working clothes for de occasion! Grin!
Speaking of icons!
