First of all, more than half of the icq skins here are for various older icq versions. Only if a skin has a remark in its description on the download page here saying its for versions including yours you should try to apply it.

Second, make a new folder for the skin you want to apply if its compatible as a subfolder under the skins folder in your icq program directory.

Third, then switch on icq (leave it off before you are in this step), then go to its menu located in the title bar for skins and it should turn up either under its name of the folder you created or its name as presented on the skinbase page. Then select that skin - done!

If that does not help, send a personal message to the creator of the skin asking if anything is missing in the zip file or whether there is a version for 5.1. And check whether it says anything additional like pro or plus to be sure its for your version.
