No, it is not possible, no Icon Manager imports icons from other IconManager, though there are many libraries (icons) for IT in the skinning community, just look for them ;)
These words are so often confusing yet so close to each other. Some managers also convert or draw or develop icons. For this I use IconDeveloper Professional by Stardock (affordable pay version testable free), free RS Icon editor, and for converting images to icons free IrfanView 3.8 (one of the latest MS hotfixes sets a false virus alarm to irfanview btw).

Libraries are not always themes, sometimes just complete sets in an icl ICON LIBRARY FILE from which most programs can extract and rename icons, but not always in a batch process. Good for icon treatment but not theme changing is expensive or mid priced MICRO-ANGELO. Waiting til I get and learn photoshop one day because a lot is similar and compatible but that is even more expensive.

Icon THEMES I change from Win XP itself after hacking it with free UK theme patcher, OR with Icon packager from Stardock. These Things CAN save their own packs from what the other program does to the sets. And the icl format does help a bit to unite things. Batch icl extraction I work with Icon explorer inside icon packager, marking all, export and just clicking enter 40times a set, works in a bout 15 minutes with 200 high class modern icons and you can control each one while doing it.

What didnt work for me yet, maybe because of my uk patch, were vlastas tools, the batch converter, and real world tools. As said, might be my end.

I also enjoyed IconLibrary5 which is shareware and the free version is full of icons I liked and my german XP Clean also extracts from icls but without batch processing. :taxi

The PLACE each DESKTOP icon has per different resolution setting of my monitors is saved and reloaded on startup and after each crash or change of resolution etc with free but extinct DIM MANAGER, and I used to like IconCatch shareware for extracting only til I found all these other things which worked better, they are more powerful
StyleXP has an icon package manager with a downloqdable free translater so you can use several different icon packages including Stardocks Icon Packager sets. Free shareware version available and full version is around twenty dollars I think from TG Soft.com :congrats 😎 ;)

:Happy thanks for all the info guys..well check it all out.
Anyway while we are discussing icons... what is the best format of icon library to upload so that is reach and easily useable by max range of users?

As .ico files, no package, is the only format that everybody can use.

If the icons are big enough, 128x128 or 256x256,
then as .png files is a good solution too,
people can use them in many different ways ;)

😎 formats, yes. I like em 2, because ObjectDock supports png for making icons on your dock look nice. I also like .icl´s because for storage sometimes its handy - many icons in just 1 file (Think several sizes available also this way). And for icon packager I like .iconpackage files, apply everything to the right place on one click.

But I am glad some new free formats are also getting a boost around here :)
