It seems to be some sort of monitoring system...but I havent figured out which one? and where to get something similar to it :(

Looks more like a gadget. Or it could be a Winamp skin with a system meter sitting alongside it. Who ever the desktop belongs to they have Winamp installed, but I can´t read all of the shortcut icons so I´m none the wiser.

Have a look at this skin. One of my favorites. The media player blends in very well. You need DesktopX to run it.
