You have to download the "LogonStudio" first and then just double click on the file you have download. <br />Here is the link: <br />http://www.stardock.com/products/logonstudio/

and if the file is ziped ( .zip ) then change the file extention to (.logonxp) and double click the icon. Or you could just extract to a named folder in the logonxp/skins folder.
