They are free but you need to have the relevant software installed for it to work and that might be free or it might be a commercial product depending on what it is.

Whatever the category of the skin or theme you are trying to install, that is the program you need to get hold of in order for it to function on your computer ( WindowBlinds, Sysmetrix, CursorXP etc. )

When you open a page for something you want, say you want Aroche´s Dark Blue Rainlender skin ( http://www.skinbase.org/rate.php?skins=29115 ), first download his skin and save it somewhere on your pc... but if you haven´t got the Rainlender program already installed, click on ´Rainlender Skins´ on the title line and on the next page that opens click on the house icon to go the program homepage where you can then download the software . Install that on your pc, put the downloaded Dark Blue skin file in the programs ´skin folder´ and voila! you´ve got yourself a new skin to use.

mickblue is right!

Hello and welcome to Skinbase,
Everything you can see in this site is free!
Though, the needed applications are not always free, but most of the times there are shareware versions you can try.
Any theme or skin belongs to one category, for example Windowblins or Aston, find them in the google search machine, install them and after that download what you like from Skinbase :)

Another version of what mickblue said above,
for not native English spoken people like me ;)

some program skins have all the files and their directorys, inside a zip file. The compressed file extention usually reflects the program that uses it. A .zip windowblinds skin named .wba or a .zip file named .logonxp . If you rename the file extention on the skins to .zip you will see that it was a clever container for the files. SO sometimes you need to rename the file extention to the apropriate extention.
