MSStyles. You might still need software to implement them fully unless you want to go through the folder changing the various elements manually.

You can actually get two free themes that are by Microsoft that I know of. Both require no new software. I believe you can get the Royale theme and the Zune theme at http://www.softpedia.com/. Good luck :)
