OR you could use MS Paint, some of the finest skins are made in that program. And it comes with Windows..

LOL @ moshi <br /> <br />DMS: Great idea of you to start with the programs that are easy to skin,.. NOT! Why dont you start with an app that is simple to skin? This site: www.twohipdudes.com has some nice tutorials. Try them :)
