Shell Extension City is a software site for geeks. They carry cutting edge code only, and specialize in system customization software. Currently their database contains more than 2000 shell extensions and other utilities for Windows, as well as shell replacements, registry modification software, and virtually everything else needed to customize the machine. They don´t neglect alternative operating systems either, and have a selection of Linux and BSD materials. It´s mostly freeware. The site is updated daily.
